HS2’s highly anticipated Phase 2a construction is set to commence in Spring 2024, marking a significant milestone in the project's timeline.
The announcement, unveiled through recently released board minutes from December, provides valuable insights into the progress and plan for the second phase. With the approval from both Houses of Parliament and receiving Royal Assent, Phase 2a will stretch across an extensive 57km, connecting the West Midlands to Crewe. This crucial section forms an integral part of the western leg of HS2 Phase 2, which, upon completion, will extend to Manchester. Phase 2a will seamlessly integrate with Phase 1, linking London with Birmingham. It will intersect with the existing West Coast Mainline to the south of Crewe, optimising connectivity and ensuring a smooth transition between rail networks.
The release of the board minutes also alludes to an upcoming report that will outline the comprehensive delivery plan for Phase 2a until 2024. This document will delve into how valuable insights and lessons gleaned from Phase 1 have influenced the overall strategy for enabling works, main civils, design, and delivery management integration. It underscores the commitment to continual improvement and innovation, ensuring that the learnings from previous phases are leveraged to enhance the efficiency and effectiveness of the forthcoming construction activities.
Spanning diverse landscapes, Phase 2a primarily traverses through rural areas, encompassing picturesque farmlands, residential neighbourhoods, and bustling towns. Notable local authority districts such as Stafford, Stoke-on-Trent, and Cheshire lie along the route, serving as crucial nodes within the project's regional network. The phase's engineering marvels include approximately 2.5km of bored tunnel, allowing the rail line to seamlessly navigate challenging terrain. Moreover, there will be 7km of awe-inspiring viaducts, 19 million cubic meters of meticulously engineered embankments, and an impressive 20 million cubic meters of strategically crafted cuttings. Additionally, the construction plans encompass the creation of 42 intricate structures, including overbridges and underbridges, seamlessly blending the rail line with existing infrastructure. Furthermore, a strategically located combined Infrastructure maintenance depot will provide essential support for the smooth operations and upkeep of the network.
In response to concerns raised by local leaders regarding the potential impact on ancient woodlands and disruptions caused by road closures, amendments have been made to the HS2 Phase 2a bill. These changes require HS2 Ltd to publish comprehensive reports detailing the scheme's impact on these treasured natural assets. Furthermore, local authorities will receive increased notice regarding road closures, enabling better coordination and minimising inconvenience for communities. These proactive measures underscore the commitment to environmental preservation and fostering positive relationships with local stakeholders.
To ensure adherence to commitments and maintain a high level of operational excellence, HS2 Ltd has deployed 13 senior leaders along the Phase 1 route between London and the West Midlands. This dedicated team will oversee and ensure compliance with the assurances made by the company and the Department for Transport. By having these experienced professionals actively involved in the process, HS2 aims to proactively address any challenges, streamline operations, and foster effective collaboration among contractors and stakeholders.
Recognising the potential for further enhancing transportation infrastructure, a separate amendment to the HS2 Phase 2a bill mandates HS2 Ltd to conduct a comprehensive public consultation. This consultation will focus on exploring opportunities for upgrading stations and reopening disused railway lines to seamlessly connect with the HS2 network. By engaging with the public and local communities, HS2 Ltd aims to gather valuable insights and perspectives to shape future enhancements and create an integrated and interconnected transport system that caters to the evolving needs of the population.
